Akhirnya DPR menanggapi kenaikan bahan bakar minyak bersyarat, mayoritas fraksi anggota DPR setuju penambahan ayat 6a pasal 7 UU NO 22 Tahun 2011 tentang APBN 2012. Pemerintah di beri kesempatan menaikan harga bbm apabila memenuhi syarat sebagai berikut :  "Dalam hal harga minyak mentah rata-rata Indonesia dalam kurun waktu berjalan yaitu enam bulan mengalami kenaikan atau penurunan lebih dari 15 persen, maka pemerintah diberikan kewenangan untuk melakukan penyesuaian harga BBM bersubsidi dan kebijakan pendukungnya,"
